GOVERNANCE AND MEMBERSHIP ACTIVITIES

1. ARL Board Convenes February 10–11

ARL President Carol Mandel (New York) convened a meeting of the ARL Board of Directors in Washington DC, February 10–11. The board adopted a balanced budget for 2011 and adopted the minutes of the Board’s October 2010 meeting. The minutes will be distributed to all member representatives in a separate e-mail. The Board also heard reports from committees reviewing the accomplishments of 2010 and plans for 2011. During the meeting, the Board held a discussion with Institute of Museum and Library Services (IMLS) Director Susan Hildreth. For more information, contact Sue Baughman sue@arl.org.

INFLUENCING PUBLIC POLICY

2. Budget Update

Congress and the Administration are focusing on the FY 2011 budget process as the current funding mechanism, the Continuing Resolution (CR), runs out on March 4. Declaring that Washington’s “spending spree is over,” Chairman Ryan (House Budget Committee, R-WI) announced spending limits for the remainder of the Government’s fiscal year (through September 2011) and proposed cuts of $74 billion in non-security discretionary spending. On February 10, Chairman Rogers (House Committee on Appropriations, R-KY) announced a partial list of cuts that will be included in the upcoming CR that will fund the Government through September. He later increased the cuts to $100 billion due to pressure from within his party. The proposed cuts range from reducing food assistance to low-income women, infants, and children to significant reductions for NASA, the National Science Foundation (NSF), and the National Institutes of Health (NIH). The National Endowment for the Humanities (NEH) and the National Archives and Records Administration (NARA) would see significant reductions as well. It is anticipated that the impact on the Pell Grant Program would be significant. Ultimately, the US House of Representatives approved H.R.1 to fund the government for the remaining seven months of FY 2011 and would cut $61 billion from federal programs. The majority of cuts are to domestic discretionary programs. The US Senate will consider the CR upon return from recess next week.

On February 14, President Obama released his FY 2012 budget request. The following are brief summaries of requests for selected agencies.

National Agricultural Library (NAL): The proposed FY 2012 budget request for the National Agricultural Library (NAL) is $23,579,000 which represents an estimated increase of $1,346,000 from FY 2011. $1.5 million is proposed for developing unified accessible sources of databases developed from research on agriculture and the environment, such as research on carbon sequestration and greenhouse gas emissions, tillage and management studies, and conservation program benefits.

National Archives and Records Administration (NARA): The President proposed a FY 2012 budget request of $422,501,000 for the National Archives and Records Administration (NARA). This request constitutes an 8.2 percent decrease from the FY 2011 budget request. NARA, like other federal agencies, has been operating at FY2010 levels. The majority of the reduction will come from the Electronic Records Archives (ERA), which would receive no additional development funds. The ERA would move directly into a maintenance and operations mode. The National Historical Publications and Records Commission (NHPRC) would be allocated $5 million, a 50 percent reduction in funding.

Library of Congress (LC): The President requested $707.8 million for the Library of Congress (LC) for FY 2012. This represents an increase of $23.5 million, or an increase of 3.4 percent above FY 2011. Priorities include strengthening the level of protection of information and systems within the Library and broadening the research expertise of the Congressional Research Service.

Institute of Museum and Library Services (IMLS): The President requested a total of $242,605,000 for FY 2012 for the Institute of Museum and Library Services (IMLS). Of this amount, $193,223,000 would be devoted to library programs, of which $161.3 million would be distributed to the states, the District of Columbia, and US territories. The remainder would fund National Leadership Grants, the Laura Bush 21st Century Librarian initiative, research and data collection, and more. This budget request is a reduction of $20 million for library programs.

Government Printing Office (GPO): The President has requested $148,474,000 for the Government Printing Office (GPO) in FY 2012, of which $42,173,000 would be allocated to the Superintendent of Documents.

National Endowment for the Humanities (NEH): The President requested $146 million for the National Endowment for the Humanities (NEH) for FY 2012. This is a $21 million reduction for the agency.

National Science Foundation (NSF): The President requested $7.8 billion for the National Science Foundation (NSF) in FY 2012. This constitutes a 13 percent increase over the FY 2010 enacted level.

3. USA PATRIOT Act Update

With several provisions of the USA PATRIOT Act set to expire at the end of February, members of the US House of Representatives and the US Senate introduced legislation to extend the provisions. The extensions range from 3 months to permanently in statute. The USA PATRIOT Act, passed by Congress following 9/11, greatly expanded law enforcement’s counterterrorism authorities. On February 8, an initial attempt to extend the three provisions failed in the US House of Representatives. On February 14, the measure passed the House by a vote of 275 to 144. The Senate subsequently passed a three month extension to allow time for debate and House also approved the measure. The three provisions, including one often referred to as the library records provision, would allow law enforcement to obtain “roving wiretap” court orders, permit a special court to seize “any tangible things” deemed relevant to an investigation such as library records, and to get wiretap orders against suspects even those who are not affiliated with any foreign terrorist group or government.

In response to this flurry of legislative activity, ARL and ALA sent a letter to Sen. Leahy (Chair, Senate Committee on the Judiciary, D-VT) supporting S. 193, the “USA PATRIOT Act Sunset Extension Act of 2011.” The Associations note that S. 193 is “ an important step toward improving the balance between the needs of law enforcement and the protection of our civil liberties.” Although S. 193 mirrors legislation passed by the US Senate last year, its prospects are uncertain, as other legislation has been introduced that calls for a clean extension of the provisions without any changes that would provide additional oversight of law enforcement. 4. ARL Issues Statement of Concern About Communications Assistance for Law Enforcement Act (CALEA)

ARL, along with others in the public and private sectors, issued a Statement of Concern about Expansion of CALEA. The purpose of the statement is to influence what the Obama Administration proposes on extending CALEA mandates, and to help policy makers assess whatever proposal is made. 5. Sunshine Week Presents Webcast on Open Government

Sunshine Week, March 13–18, is a national initiative to promote dialogue about the importance of the public's right to know what its government is doing, and why. Sunshine Week coincides with National Freedom of Information (FOI) Day and James Madison's birthday on March 16. Capping off the week will be OpenTheGovernment.org’s Sunshine Week Webcast on Friday, March 18 from 12:00 to 1:30 p.m. (EST). The theme for this year's webcast is "The Road Ahead for Open Government." Panelists will discuss what to expect, and what open government advocates would like, going forward, from the Administration’s open government initiatives in terms of policy and technology. As in years past, OpenTheGovernment, of which ARL is a member, is recruiting host sites across the country where people can watch the webcast and then discuss local open government issues. February 2011 E-News: R&D Dashboard

6. White House OSTP Launches R&D Dashboard Website

On February 10, the White House Office of Science and Technology Policy (OSTP) launched the beta version of a new online tool that allows the public to track, document, and demonstrate the impact of Federal investment in research and development (R&D). The R&D Dashboard beta website provides data on the US federal investments in R&D at the National Institutes of Health (NIH) and the National Science Foundation (NSF) from 2000 to 2009. NSF and NIH represent more than 80 percent of the federal government’s support of university-based research. In the future, the R&D Dashboard will expand to include other Federal R&D investments and information on their outputs. The Dashboard presents data on Federal R&D awards to research institutions and links those inputs to outputs—by publications, patent applications, and patents produced by researchers funded by those investments. Investments can be sorted at the state, congressional district, and research-institution levels.

Kei Koizumi of OSTP notes that the new site allows users to see:

  • “how Federal R&D investments in NIH and NSF have contributed to your community, your university, or your state;”
  • “which research institutions in your state have been successful in winning NSF or NIH awards;”
  • “the topics or scientific fields Federal agencies are supporting with their awards, with research abstracts just a click away;”
  • “the patents or patent applications resulting from Federal R&D awards by company, by topic area, and by location, with patent details just a click away;” and
  • “the research papers resulting from Federal R&D awards, again by topic area and location.”

7. IPEC Releases Annual Report and Announces New IP Advisory Committees

On February 8, Victoria Espinel released the Intellectual Property Enforcement Coordinator’s (IPEC) “Annual Report on Intellectual Property Enforcement [PDF].” The report describes the Administration’s initiatives to increase criminal enforcement, to promote enhanced IP enforcement internationally via trade policy, and to enlist the private sector to voluntarily fight online infringement. Finally, the IPEC office is reviewing existing laws and preparing a white paper on legislative proposals. To download the report, visit the White House website [PDF].

President Obama issued an executive order establishing committees to advise the IP Enforcement Coordinator in the implementation of the Joint Strategic Plan relating to intellectual property as required by the PRO IP Act. The IP Coordinator described the executive order as creating “a Cabinet level Senior Intellectual Property Enforcement Advisory Committee comprised of the heads of the Departments responsible for intellectual property enforcement, including the Departments of Justice, Homeland Security, Commerce, Health and Human Services, State, Treasury, Agriculture and the United States Trade Representative (USTR). The Executive Order also establishes the Intellectual Property Enforcement Advisory Committee comprised of representatives from the agencies responsible for designing and carrying out the Administration’s strategy for stopping intellectual property theft.” For more information, visit the White House website.

RESHAPING SCHOLARLY COMMUNICATION

8. Canadian Centre for Studies in Publishing (CCSP) Issues Digital Technology Innovation Paper

The Canadian Centre for Studies in Publishing (CCSP) has issued “Digital Technology Innovation in Scholarly Communication and University Engagement.” This paper, funded by the Social Sciences and Humanities Research Council (SSHRC) of Canada, provides an overview of the Canadian landscape of digitally enabled developments in scholarly activity, journal publishing, monograph publishing, library activities, and university engagement with the community. The paper’s authors make recommendations for a policy framework and the necessary funding to maintain Canadian leadership in digital technology innovation in research and scholarship. 9. Study of Open Access Publishing (SOAP) Project Presents Final Results

The SOAP project was designed to describe and analyze the open access (OA) publishing landscape to provide facts and evidence that will allow libraries, publishers, and funding agencies to assess drivers and barriers, risks and opportunities in the transition to OA publishing. On January 13, results of the two-year study were presented in Berlin to an audience of publishers, librarians, and funding agencies, including the European Commission. 10. Call for Entries: Fourth Annual Sparky Awards

February 2011 E-News: Sparky Awards

The importance of the student stake in opening up access to scholarly research will be highlighted in Open Up!—the fourth installment of the annual Sparky Awards student video contest. Students are uniquely positioned to advance Open Access. Through their publishing, copyright, and policy choices, students—along with faculty and administrators—can make Open Access to institutional research outputs and wider access to the whole scholarly record a reality—today.

12. SPARC and bepress Announce ACRL “Pre-Game” Event in March: Winning Strategies from the Institutional Repository All Stars

On March 30, leading up to the ACRL 2011 meeting in Philadelphia, SPARC (the Scholarly Publishing and Academic Resources Coalition) and Berkeley Electronic Press will host an “IR Tailgate,” a one-day session on the challenges and opportunities of implementing and sustaining an institutional repository. TRANSFORMING RESEARCH LIBRARIES

15. ARL and DLF Develop E-Science Institute

ARL and CLIR/DLF are jointly developing an E-Science Institute to support member libraries seeking to build or enhance the library’s capacity to advance e-science. The ARL/DLF E-Science Institute will be a set of designed experiences occurring during the second half of 2011 that take small teams of individuals chosen by participating research libraries through a process that strengthens and advances their e-science support role.

The development and delivery of the 2011 Institute has been funded by sponsoring libraries that are members of ARL and CLIR/DLF. A second offering of the Institute will occur in 2012 to serve research libraries that are not among the current sponsors. 16. Deadline to Register for Scenarios Workshop Approaches

On February 28, registration will close for Planning with the ARL 2030 Scenarios, a two-and-a-half day workshop at the Georgia Institute of Technology in Atlanta, GA. The workshop will run from Wednesday, March 23, through Friday, March 25. The workshop is open to all libraries. For more information, and to register for the workshop, please visit the ARL website.

17. EDUCAUSE Releases 2011 Horizon Report

The annual Horizon Report from EDUCAUSE is now available online. It highlights six areas of emerging technology expected to have significant impact on higher education and creative expression over the next one to five years. Topics for 2011 include electronic books, mobiles, augmented reality, game-based learning, gesture-based computing, and learning analytics.

18. Sustaining Digital Scholarship for Sustainable Culture Group Releases Report on Sustaining Canada’s Digital Knowledge and Heritage

The Sustaining Digital Scholarship for Sustainable Culture Group has released a new report, “Lasting Change: Sustaining Digital Scholarship and Culture in Canada [PDF]” which considers a range of concerns affecting Canada’s ability to sustain its digital knowledge and heritage. The report explores the value of digital content and the need to ensure its preservation, as well as intellectual property issues, new modes of research in the humanities, institutional investments, funding models, and national policy gaps.

19. CNI Update

A. Spring Membership Meeting
The Spring 2011 CNI Membership Meeting will be held April 4–5 in San Diego, CA. The Paul Evan Peters Award will be presented to UCLA professor Christine Borgman, who will give the talk “Information, Infrastructure, and the Internet: Reflections on Three Decades in Internet Time.” UCLA professor Todd Presner, founder and director of the collaborative, digital mapping platform HyperCities, will be the closing plenary speaker. B. UCLA Professor Christine Borgman to Receive Paul Evan Peters Award
Christine L. Borgman, Professor and Presidential Chair in Information Studies at UCLA, has been named the 2011 recipient of the Paul Evan Peters Award. The award recognizes notable, lasting achievements in the creation and innovative use of information resources and services that advance scholarship and intellectual productivity through communication networks. Named for CNI's founding director, the award will be presented during the CNI Membership Meeting in San Diego, CA to be held April 4–5, where Borgman will deliver the Paul Evan Peters Memorial Lecture. C. New CNI Conversations Podcast Available
In the February 10 podcast, CNI Executive Director Clifford Lynch talks about the National Science Foundation (NSF) Directorate for the Social, Behavioral and Economic Sciences (SBE) call for white papers that propose ideas for the SBE sciences for 2020. Lynch also discusses the 2011 Personal Digital Archiving conference, as well as issues surrounding e-books.

CNI Conversations is now offered in a podcast-only format. Beginning with the February 10 podcast, Clifford Lynch or Joan Lippincott, CNI Associate Executive Director, will provide periodic 20–30 minute updates on issues of interest to the CNI community. 20. ALA Releases Monograph by Former LCDP Fellow Teresa Neely

ALA Editions has released a new monograph edited by former ARL Leadership and Career Development (LCDP) Fellow, Teresa Neely, entitled “How to Stay Afloat in the Academic Library Pool.” With a forward by Camila Alire, the book consists of several essays addressing the topic of successful strategies for searching and applying for academic library positions for both recent graduates and those seeking to make career transitions. 21. Five Participants in ARL Diversity Programs Receive Scholarships to Attend ACRL Meeting

Five current and former participants in ARL Diversity Programs have been awarded scholarships to attend the Association of College and Research Libraries’ (ACRL) annual meeting in Philadelphia in March 30–April 2.

The recipients include:

  • JaTara Barnes, 2010–2011 Diversity Scholar attending Syracuse University (ACRL President’s Scholarship)
  • Harriett Green, 2009–2010 Diversity Scholar and faculty librarian at the University of Illinois at Urbana-Champaign
  • Jennifer Huck, 2010–2011 Diversity Scholar attending the University of Wisconsin, Madison
  • Brian Leaf, 2010 Career Enhancement Fellow attending the University of North Carolina, Chapel Hill
  • Yasmeen Shorish, 2010–2011 Diversity Scholar attending the University of Illinois at Urbana-Champaign

22. ALA Accepting Applications for 2011–12 Diversity Research Grants

The American Library Association is still accepting applications for its 2011–12 Diversity Research Grants. Proposals may address any diversity topic, including the recruitment and promotion of diverse individuals within the profession or the provision of library services to diverse populations. The Diversity Research Grant consists of a one-time $2,000 award for original research and a $500 travel grant to attend and present at the 2012 ALA Annual Conference.

Since 2002, ALA’s Office for Diversity has sponsored the program “to address critical gaps in the knowledge of diversity issues within library and information science.” The application deadline is April 30. LIBRARY STATISTICS AND ASSESSMENT

23. ARL Annual Statistical Surveys Update

The status of the annual ARL statistical surveys is as follows:

  • ARL Annual Salary Survey 2010–11: Data are complete and currently being verified; please respond to the questions as soon as possible. Preliminary tables are forthcoming as soon as pending critical issues with the data are resolved.
  • ARL Statistics, Academic Health Sciences, Academic Law 2009–10: Data are currently being compiled and analyzed. The deadline has been extended to March 1. The mailing is available on the ARL website.
  • ARL Supplementary Statistics 2009–10: Data are currently being compiled and analyzed. The deadline has been extended to March 1. The mailing is available on the ARL website.
  • All data are readily accessible via the “Analytics” tab and “Data Repository” link at http://www.arlstatistics.org/ (login required; your library’s primary Statistics contact can approve your access to the system). The ARL Preservation Statistics is being discontinued. Future work in this area will focus on the development of a vision for 21st-century research library collections that addresses strategic directions for preservation activities.
  • ARL Statistics® Interactive Analytics is now available on a subscription basis to nonmembers. Read the press release on the ARL website.

24. ARL Task Force to Review ARL Annual Salary Survey, ARL Statistics, and ARL Supplementary Statistics: Interviews Underway

25. ARL to Hold Meeting on ARL Annual Surveys in the Digital Age

A meeting, "Regrounding the ARL Annual Surveys in the Digital Age: Revisiting Our Assumptions, Revising the Questions, and Incorporating Your Feedback," will take place at the U of Pennsylvania on March 30 from 1:30 to 3:00 p.m. (the day prior to the ACRL Conference in Philadelphia). The meeting will be held in the Class of 1955 Conference Room on the second floor of the Van Pelt-Dietrich Library Center. 26. ARL Balanced Scorecard Webinar Now Available Online

A recording of the ARL Balanced Scorebard Webinar is now available on ARL’s YouTube Channel. The webinar featured three ARL libraries (Johns Hopkins, McMaster, and the U of Washington) that have engaged the Balanced Scorecard framework, in their strategy development through an ARL collaborative community based project. Ascendant Strategy Management, a consulting firm specializing in the application of the Balanced Scorecard framework in mission-driven organizations, presented the Balanced Scorecard theory with in-depth insights from organizations they have worked with in the not-for-profit sector. Ascendant is the consulting firm ARL is working with to bring the effective implementation of strategy development with the Balanced Scorecard to libraries.

The webinar provided both leadership and organizational development perspectives from Johns Hopkins, McMaster, and the University of Washington. The webinar is useful both for those interested in learning more about the Balanced Scorecard and for those who are interested in engaging with ARL and Ascendant in 2011 to develop their strategy using a well-established and proven perspective. A call for participation for a new cohort of libraries for a collaborative community based project has been distributed to the directors of ARL libraries. 27. Library Assessment Blog Recruits Visiting Program Officer Blogger(s) and Other Contributors

The Library Assessment Blog is recruiting active contributors and a primary contact for the blog. ARL is grateful to Stephanie Wright (U of Washington) who has supported the management of the blog over the past few years and to Pam Ryan (U of Alberta) who was instrumental in creating the blog. Responsibilities for the primary contact include posting regularly, recruiting contributors, and making sure the Library Assessment Blog remains a source of useful information and an active forum for collaboration and exchange of ideas. As a Visiting Program Officer, the individual in this role has the opportunity to contribute to the library community and ARL. 28. Registration Now Open for "Basic Skills for Analyzing Library Service Quality Assessment Data"

This workshop will provide basic skills for the quantitative analysis (both statistical and graphical) of library service quality assessment data. Participants are encouraged to bring their own laptops with the IBM SPSS application. Topics to be covered include:

  • Service Quality Assessment in the Context of the Modern Research Library
  • Are the Data Trustworthy?: Score Reliability
  • Some Statistical and Graphical Score Interpretation Frameworks
  • Some Basic Statistical and Graphical Tools in Software
  • Experiences in Service Quality Assessment: LibQUAL+® and other examples

The meeting will take place on June 27 from 12:00 to 5:00 p.m. at the ALA Conference 2011 in New Orleans, LA. The registration fee is $50.

U of Toronto: Larry Alford has been named Chief Librarian effective no later than August 1. Larry is currently vice-provost for libraries, university librarian, and dean of university libraries at Temple University in Philadelphia.
